As officers transition into retirement, APROA serves as a trusted resource and community—focused on protecting members’ interests, honoring their service, and fostering lifelong relationships.

Our History

A Legacy of Service

APROA was formed in 2003 to ensure that Austin’s retired officers remain supported, represented, and connected after their years of active service.

Built on decades of experience and shared service, APROA reflects the values that defined our members’ careers—integrity, accountability, and dedication to the community. Today, those values continue to guide our work as we advocate for retired officers and preserve the legacy of service to Austin.

Available Plans

    • Retired Austin Police officers who are members of the Austin Police Retirement System.

    • Eligible to vote in Association matters.

    • No nomination required. Members may apply directly.

    • Annual dues: $35, due by November 30.

    • Members may pay via payroll deduction or online payment.

    • Active Members may choose Lifetime Membership at any time.

    • One-time payment based on age at application:

      • 50 and under: $500

      • 51 – 60: $450

      • 61 – 70: $400

      • 71 – 80: $250

      • Over 80: $0

    • Lifetime Members retain all privileges of their membership type.

      • Active Lifetime Members keep voting rights; Associate Lifetime Members retain Associate privileges.

ACTIVE MEMBER

    • Former or current employees of law enforcement-related agencies, or their family members, who are not eligible for Active membership.

    • Not eligible to vote.

    • Must be nominated by an Active Member in good standing.

    • Approval by the Board of Directors is required.

    • Annual dues: $35, due by November 30.

    • Eligible after 10 consecutive years of membership in good standing.

    • One-time payment based on age at application:

      • 50 and under: $500

      • 51 – 60: $450

      • 61 – 70: $400

      • 71 – 80: $250

      • Over 80: $0

    • Lifetime Members retain all privileges of their membership type.

      • Active Lifetime Members keep voting rights; Associate Lifetime Members retain Associate privileges.

Meet the Board of Directors

Dennis Farris

President

  • Serving on the board since 2019, Dennis began his career with the Austin Police Department in August 1990 as part of the 78th cadet class.

    He retired in February 2015 with the rank of Senior Police Officer (SPO). His final assignment was in the Chief’s Office, where he worked in Executive Protection and served as a liaison to federal protection agencies and the Austin Mayor’s security detail.

    In retirement, he enjoys building Legos and volunteering with several organizations, including the Blue Guardian Program and the Austin–Chiang Mai Sister City Board.

John C Sisson

Vice President

  • Serving on the board since 2021, John C. Sisson began his career with the Austin Police Department in October 1978 as part of the 60th cadet class.

    He retired in March 2009 with the rank of Lieutenant, with his final assignment in Property Crimes.

    In retirement, he enjoys playing Texas Hold’em and pickleball, biking, riding motorcycles, and staying active with gym workouts

Joe Swann

  • Serving on the board since 2025, Joe Swann began his career with the Austin Police Department in May 2022 as part of the 105th cadet class.

    He retired in May 2025 with the rank of Sergeant, with his final assignment serving as Vice President of the Austin Police Association.

    In retirement, he enjoys traveling, teaching firearms, mentoring youth and introducing them to the outdoors, woodworking, and spending time as an avid griller.

Craig Cannon

  • Serving on the board since 2023, Craig Cannon began his career with the Austin Police Department in July 1980 as part of the 63rd cadet class.

    He retired in July 2012 with the rank of Lieutenant, with his final assignment in Highway Enforcement.

    In retirement, he enjoys shooting, attending church, traveling, and spending time with his dogs.

Gary Rosch

  • Serving on the board since 2019, Gary Rosch began his career with the Austin Police Department in October 1984 as part of the 69th cadet class.

    He retired in December 2013 with the rank of Lieutenant, with his final assignment in the Southwest Area Command, David Sector, on the day shift.

    In retirement, he enjoys playing ice hockey, fishing, shooting, and fixing small engine equipment.

David Lugo

  • Serving on the board since 2025, David Lugo began his career with the Austin Police Department in October 1984 as part of the 69th cadet class.

    He retired in July 2010 with the rank of Corporal, with his final assignment in the Risk Management & Inspections Unit.

    In retirement, he enjoys attending Texas Longhorn sporting events.

Lisa Morrill

  • Serving on the board since 2025, Lisa Morrill began her career with the Austin Police Department in May 1986 as part of the 73rd cadet class.

    She retired in January 2013 with the rank of Detective, with her final assignment in the Organized Crime Division’s Major Narcotics Conspiracy Unit.

    In retirement, she enjoys working, golfing, playing pickleball, traveling, and spending time with her dogs.

Joe Muñoz

  • Serving on the board since 2023, Joe Muñoz began his career with the Austin Police Department as part of the 69th cadet class.

    He retired in November 2008 with the rank of Senior Police Officer (SPO), with his final assignment in the Chief’s Bureau as the PIO/CPA Coordinator.

    In retirement, he enjoys attending high school and college football, baseball, and softball games, as well as RVing and traveling with family and friends.
